In my understanding, hybrid vehicle should combine to fuel options like a cng vehicle where when you run out of cng, you can switch to petrol and vice versa. A electric hybrid vehicle should have the option to switch to petrol engine when the charge for the electric motor train runs out so that users are not stranded. A motor assist for start from stationery cannot be termed as an hybrid vehicle
