Government Pushing For New Vehicle Class: A 3-Wheeler That Can Be Used As A 2-Wheeler Too

A two-in-one solution with real benefits for urban commuting


In 2020, Hero MotoCorp showcased a concept passenger vehicle called the Quark 1. Deemed as the “world’s first class-changing vehicle,” this EV three-wheeler’s modular setup has a detachable two-wheeler underneath. And it’s this category of “combi ”vehicles the Government feels is good for the future. 

The ministry of road transport has proposed a draft in the Automobile Industry Standard (AIS) for the production of such combi vehicles, the requirements for which are pretty fascinating. It falls under category L2 – 5 of Electric Powertrain and mandates the following:

1) Two-, three-wheeler combi module of a three-wheeled motor vehicle constructed in such a way that a two-wheeled vehicle of category L2 is combined with a non-self-propelled rear module unit. It can be separated or combined, as and when required; At any point of time, either of a two-wheeler of Category L2 or a three-wheeled vehicle of Category L5 can only be used.


2)Vehicles of “Category of L2 – 5” of Electric Power Train shall bear the single and similar vehicle identification number including month and year of manufacture in accordance with AIS 065 as amended from time to time for both the configurations. 

3)The identification number including month and year of manufacture shall be embossed or etched or punched on both separately on two-wheeled vehicles of category L2 and a non-self-propelled rear module unit.

Point one essentially means both the three- and two-wheeler must be powered by the same electric powertrain and at any given point of time, only one can be used on the road. So attaching your cabin to a friend’s scooter is not allowed.  

Points two and three are the most fascinating because it underlines the registration process of these hybrid vehicles. While both vehicles will have a common registration certificate, both vehicles will have their independent number plates. This is some Batman Dark Knight stuff right there!  

The idea with a project like this is to encourage vehicles that meet both commercial and personal requirements of the masses. Rickshaw drivers, Uber/Ola operators and other similar transport operators will benefit from this thanks to its two-in-one convenience.
